Add the following elements in the liferay-portlet.xml file 

<portlet lang="xml">
  ...
  <preferences-company-wide>true</preferences-company-wide>
  <preferences-unique-per-layout>false</preferences-unique-per-layout>
  <preferences-owned-by-group>false</preferences-owned-by-group>
</portlet>
